FDA Receives 2.481 Billion in House Appropriations Agriculture Subcommittee Mark-Up and more

  • FDA Receives 2.481 Billion in House Appropriations Agriculture Subcommittee Mark-Up. On Wednesday the House Appropriations Agriculture Subcommittee held its mark-up for FY 2013 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies. According to the subcommittee’s mark-up, the FDA will receive a total of $2.481 billion in discretionary funding, a cut of $16.3 million, or 0.7% below last year’s level.     • We have one clarification to add to that analysis. The Senate proposed funding CFSAN at $867 million, technically only $1 million more than the Center received in FY 12. However, the committee report indicated that the Senate had accepted a number of savings proposed by FDA and that, therefore, $12.5 million of the CFSAN appropriation represented new money for implementation of the Food Safety Modernization Act.     • In contrast, we can only speculate on the House’s intent since the committee report has not be released. However, it is not unreasonable to assume that the House also intends to accept FDA’s proposed savings. If so, the House’s proposed mark of $866 million for CFSAN would represent about $11 million in new money that the Center could apply to FSMA implementation.

  • Next Step in the House. The next step is for the full House Appropriations Committee to mark-up the bill. There is no word on timing at this point. This is also likely to be when the Committee report will be released.
