  • Boehner Proposes "Short-Term" Spending Bill to Avert Government Shutdown. As reported by the Washington Post this morning, House Speaker John Boehner wants to avert a government shutdown at the end of September by passing a “short-term” budget bill that “maintains current sequester spending levels.”

  • Scenario-Planning on Debt Ceiling and FY 14 Funding: It’s Difficult. When Congress returns in September, the focus will quickly turn  to the debt ceiling and the need for at least a short-term funding plan for FY 14.
