House Passes Agriculture/FDA Appropriations Bill Providing Full Year Funding - Senate Action Pending

House Passes Agriculture/FDA Appropriations Bill Providing Full Year Funding - Senate Action Pending.  By a vote of 339-85, the House of Representatives on Wednesday passed H. Res. 106, the ‘Consolidated Appropriations Act, 2024, which includes the Agriculture/FDA bill. The Senate is expected to take action today. 

The Alliance on Wednesday published its Analysis of Proposed Final FY 24 Funding for the FDA (here), which includes links to the complete bill and explanatory statement and separate links for the FDA portions.

We pointed out in our analysis that the agreement provides $3.52 billion for the FDA Salaries and Expenses account, a decrease of $8 million below FY 2023. It also provides $5 million for Buildings and Facilities, a reduction of $8 million below the FY 2023 appropriation. The final agreement does not provide the $20 million increase proposed in the Senate-passed bill, nor does it provide the $26 Million reduction that was proposed in the House Committee-reported bill.

In the balance of this fiscal year, FDA will face the challenges of absorbing mandatory pay increases and meeting various Congressional priorities and public expectations. As we turn to the FY 25 appropriations cycle, we will continue to advocate for the increased funding FDA needs to fulfill its broad mission, which is essential to the nation’s public health and safety, as well as national and global commerce. 

About 20% of all consumer spending in the US is for goods and services regulated by the FDA. Requiring FDA to do a lot more for the same funding is not a recipe for success.”

FY 2025 Budget Request Still Expected March 11.  We continue hearing that, following the President’s State of the Union address to Congress last night, his FY 2025 budget request will be sent to Congress on March 11.  Some reports suggest that the submission on that date will be a “skinny budget” with further details (e.g. the lengthy Congressional Justification) submitted in the following days.  We expect to provide a special report regarding the FY 2025 budget request for FDA as soon as adequate information becomes available.   


Updated House and Senate Member FY 2025 Appropriation Request Information.  House and Senate Members continue to release their individual office deadlines for the submission of FY 2025 appropriation requests.  

Attached here (House) and here (Senate) are updated lists of those deadlines with links to the individual request forms. Our lists focus on members of the House and Senate Appropriations Committees, the Senate HELP Committee, and the Health Subcommittee of the House Energy and Commerce Committee.  Several offices have already revised their internal deadlines while others will not set deadlines or release request forms until after the President’s FY 2025 request is sent to Congress.  We will continue to update these lists as additional information becomes available.  

The Alliance will submit its FY 2025 recommendations to these offices.  We urge Alliance members to also respond to these offices with the message: FDA is a funding priority because of its role in protecting public health and advancing food safety and innovative medical products.
