No Friday Update This Week - Quick Summary of the Ongoing Situation

As planned, we are not publishing a “Friday Update” this week. Here is a quick summary of the ongoing situation as of Friday morning, October 20 at 9 a.m. 

Appropriation Status. The Continuing Resolution (CR) at FY 23 levels remains in force until midnight on November 17. The federal government will face another shutdown threat if a new CR is not passed by that date.  

The House. The House cannot move forward on legislative matters until a new Speaker has been elected. As a result, it is impossible to predict whether and how the House will respond to: 1/ the need for a new CR to avoid a government shutdown or 2/ the President’s supplemental funding request for Ukraine, Israel, Taiwan, and border security.

The Senate. Leaders Schumer and McConnell want to avoid a shutdown and fund Israel and Ukraine but their strategy is unclear and may be evolving.  

The Administration will send a supplemental appropriations package for Israel, Ukraine, Taiwan, and border security today. Details have not yet been released.
