No Appropriations Action Expected Until After the Election

This week’s Analysis and Commentary is a little different. It is entitled: Steven Is Moving On to New FDA Challenges.” 

No Appropriations Action Expected Until After the Election.  Despite concerns about the need for hurricane-related supplemental funding for the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA), Speaker of the House Mike Johnson (R-LA) said Congress will not return to session before the election.  He said it would be “premature” to do so before getting a formal notice of what is needed.  Requests for additional funds to rebuild the Francis Scott Key Bridge in Baltimore are also pending.

Whether or not these supplemental requests will be promptly considered when Congress returns remains to be seen.  As previously reported, the House and Senate have eight legislative days from November 12 until Thanksgiving week. The  Senate returns from Thanksgiving on December 2 with three five-day weeks before they are scheduled to leave town on December 20.  The House comes back December 3 for three four-day weeks.  The House is scheduled to adjourn for the year on December 19.  

The Continuing Resolution expires on December 20.  Speaker Johnson has said there will not be a 12-bill omnibus nor smaller minibus packages come December.  There have not been any meaningful public discussions regarding how to proceed since the House and Senate have recessed.  The outcome of the election will be key, as we suggested in our October 4 Analysis and Commentary We Got the FY 25 CR Story Right, What’s Next? Part 2.

Topic: Update on the FDA Reorganization at the One-Month Mark
 

Remarkably, the Reagan-Udall Foundation report (on which Jim Jones was a panel member) came out less than two years ago. A lot has changed in a short period of time, although there is much that still needs to be accomplished. Jones will address new developments since he last spoke to the Alliance in April.

Alliance ED Steven Grossman to Receive Award from the Reagan-Udall Foundation. The Alliance’s long-time Executive Director will be honored by the Reagan-Udall Foundation for the FDA at a December 10 Awards Dinner.  He will be receiving the RUF’s Innovations in Regulatory Science–Advocacy and Policy Award. Other awardees are Dr. Jeff Shuren, who will receive the Leadership Award and the World Evidence Collaborative, which will be receiving the Innovation Award. 


Friday Update Returns November 1.  With the House and Senate in recess until November 12 and the nation focused on the elections, we will not be publishing Friday Update next week (October 25). Friday Update will return on November 1.
